Amazon RDS supports itemized billing for RDS Storage, IOPS and backup features - devamazonaws.blogspot.com

Starting now, AWS Cost Explorer and Cost and Usage Reports (CURs) provide more granular and detailed billing of Amazon Relational Database Service (Amazon RDS) charges. Additional detail is reported for Amazon RDS Backups and General Purpose, Provisioned IOPS, and Magnetic Storage volumes that are provisioned in Amazon RDS for MySQL, MariaDB, PostgreSQL, Oracle, and SQL Server database instances.
